My truck is a drop side and the markings I have are specific to that. I did see the sticker on the rear you referenced on a truck for sale in the classifieds and it was an Air force truck. You can see the lettering clearly in one of the photos.

As I recall the fuse panel has the plug in type of fuses and they are 1/4 inch lugs. You can use a piece of sand paper folded in half to clean the terminals if need be if the cleaner does not work.

If you have an electronics supply in the area you can get a can of "contact cleaner". The stuff used to be known as "tuner cleaner" when everyoine had rotary dial tv's . The stuff is expensive but it removes the corrosion and then leaves a coating that inhibits corrosion after it evaporates...
If you have a spare, I would get the flat off, the spare on, and then consider your options.
If the tire is still in good condition, I would have it fixed. IUf the tire is worn, it is not worth paying someone to fix it and if you ruined the tube definitely the cost will not be worth it...

Sounds like you have a brake dragging. I would block the wheels, and jack up one axle at a time and check the brake adjustment. The wheel should turn freely with a hint if drag of the shoes. Any more and it will be too much.
If you need to adjust the brakes it is not too bad to do a minor...
Glad you got this figured out. It is not fun to encounter the maze that is NYS DMV and I had my share of problems with my deuce mostly because they had no idea how to deal with the situation.
