I just have yet to see any real reason for wanting to convert it.... Personally I wish my wife's 99 Suburban was 24v.... My 1009 starts 10 times better than it! I guess I cant grasp why people think the CUCV wiring is that complicated. It really isnt.
Not for nothing.... but how is hacking up your wiring, not really knowing exactly what you are doing, going to make it easier to diagnose/fix than a setup that many of us here can help you with off the top of our heads?

Why not fix the problems as to why it wont start.
First... go through the glow plug system. Make sure its all up to snuff. Wellman 070 plugs, working controller, etc.
Then, if you still have trouble, put a block heater in. Have it set to run for at least an hour prior to start.

I dunno.... the fuel burner in my 1009 has a problem... I have to keep turning it off. Even on low... and the window open... I roast when snowplowing!!!

Get some really good penetrating oil, heat/soak many times. I have even heard of people heating it very hot, and dripping melted candle wax into the threads...

If your truck wont start when the wait light goes off, your GP system is not up to snuff. I would suspect like jwaller says... you have failed plugs.
I have never had to wait any longer than the light (routinely dont even wait that long) even in 5 degree weather.

Personally, I suggest the block heater for anything under about 20.... Not that it needs it, but its SO much nicer on the engine.

They are 2 separate sensors. I think the CUCV has 3 total. One for the high-idle/cold advance circuit, one for the glow plugs, one for the dummy light.
The Dummy Light sensor is on the drivers side head toward the front. The wire is green... and really easy to mix up with a glow plug wire...
Ah... In that case, it sounds more like not enough 24v :-)
IF the starter relay under the dash is bad... it could cause it. You could have a loose connection down at the starter? A bad rear battery? And of course a bad starter.
Test the rear battery first as its easiest.... if that tests...
Lance, I would look at all the 12v connections.... Fusible Links, etc.
Its sounds like you arent getting the full 12v from the front battery.
BTW... My 1009 has started a similar thing to this... The front battery is weak. Saturday and Today both, it required a jump on that battery. I load...
