Most local heavy truck and equipment companies aren't able to work on the deuce. When I took mine to a local Truck repair shop for an inspection they failed me because they couldn't figure out how to turn any of the lights on. Another time they told me I needed to replace my entire fuel pump...
You would know if it did have locking hubs, there would be big dials in the center of your front wheels with arrows pointing in either direction (clockwise/counterclockwise) and the words 'locked' and 'unlocked'. You say the noise seems to be coming from beneath you? Hmmmm Have a friend walk...
You got me, my first guess would be tire rub but you say it has the stock ndcc's so thats probably not it.
Does it have manual hubs by any chance?
And is the sound coming from the front end or elsewhere?

This Is a pic of mine, it has the fording kit so it most likely was part of it. I am pretty sure some have another piece that extends it above the hood.
