The trunion is the piece that joins the 2 gin poles together to form the A-Frame. The hoist block attaches to the bottom of the trunion. Using a clever pulley and block arrrangement, you can raise and lower the A-Frame via the mid mount winch.

I can't speak intellegently for California law but here's an approach to consider. Take the ticket to court but once at the proceeding, change your plea to no contest and use the opportunity for clarification from the Judge/Magistrate and to explain your situation.
