Search for troop seats for your wood sides or make your own. For the cowl your gonna need to find a cab and cut it out or maybe find someone here that has done a crewcab set up and see if they have a decent cowl left over. Check with CC Equipment. I know he has done a crewcab mod.

Warwag, How many seats does a goat have? I jumped in knowing the 6wheel drive and 3 cylinders but I honestly dont know how many it seats. 2 or 3 up front and I dont know if it ever had little troop seats in the back.
It was 2 below Thanksgiving morning at my parents house in South Dakota. Thats cold enough for me. I didnt even leave the house that day muchless try to start a truck.

Wind chill doesnt affect mechanical things.
Once warmed up it will cool it off faster but a cold engine block at -40 without wind will still be -40 with a 20mph breeze.
Troops are not people as far as the Gov is concerned. The Gov can pack GI's like cord wood in a 105 trailer if they want to and the "law" cant not touch them. However, in the civi world..........
They will have the PIF invoice there. They say you need to bring ID, Reg. and Ins. That is to get on base. It used to be that to get on any military installation you needed those 3 items. Now most places you just need a current ID.
