Look around the drivers side of the trans thats where the pto goes its electric solenoid engaged. Maybe a wire is pinched and shorted somewhere. You could probably just leave it out.
I have made some progress. Re-reading the TM it talks about a quick release valve. The only quick release valve that I know is part of the ctis. Which I previously tested by switching to a lower tire pressure setting. But evidently there is also a quick release valve thats part of the service...

Some of the earlier style starters have a thermal protection that is known to go bad creating a no start condition. But its very easy to go step by step and diagnose.
Starter, aux starter solenoid, start relay in panel or bad start button. I would start with the relay in the panel you can jump the contacts with the relay out and see what happens. Top to bottom should crank it.
You have to lift the panel. There are screws along the front and back. They are Phillips head. The bolts hold the plastic to its metal frame you have to lift the frame. You can choose a circuit to tap off. Some may already be there and unused on your truck. Don't tap into the trans ecu circuit.
There is a switched 12v feed at the breaker panel. You can tap off it and add a breaker in one of the blank spots I have the contacts and locks. The main power switch controls several 12v circuits via relay. If you are installing something with higher current drain then you can use the trucks...

There is a neutral safety but the transmission default is to go into neutral. If any wires are not connected or damaged that would prevent start. Do you have correct voltage to the trans ecu and the engine ecu? Low voltage causes a wide array of issues in these trucks. If you have power to both...
Where? I don't see a defrost control. I see a slot on the back. The controls show outside air or recirculate. That has to be the outside air intake though. Maybe you can aim the vents toward the windshield.
I saw those heater/AC boxes I was going to bid on some but they didn't appear to have defrost on them and with 4 seasons in CT I use the defrost on a regular basis. They appear to have a fresh air intake and recirculate. Makes sense if they were designed for an armored vehicle that the windows...
