The tube part may be some type of filter housing. There is no heater part to it. The bottom of the first pic is a small electric motor going into the oil pan.
I have a MEP-006A it has an odd setup installed. There are extra oil lines and coolant lines, there is some type of agitator or pump mounted on the oil pan and there is some housing on the gen with an opening on the front right. Anyone know anything about this?

The wheel valves hold air in the tires. You don't need to drain the truck air prior to working on it but you need to make sure the brake is set so the truck does not roll.
If it's leaking behind the cover it may just be a loose connection or need a new o ring. I use the cheapie kit from harbor freight for the replacement o rings.
I don't think any company sells new civilian humvees anymore so I don't see who would object to civilian transfer. But you never know. Until someone buys one and has title in hand you never really know what will happen.
Under the hood? The air dryer under the truck? The expello port on the bottom needs to be open to vent air. If the valve is stuck and someone tried to cap it off you will have lots of issues when it gets cold enough for all the water in your air system to freeze up.
No power might be the pcb if you slaved it up and it still didn't have power. Sometimes you can cycle it a few times and get it to go. I would get good fuel in one tank, prime it up and try to start it.
I wouldn't drive on those tires. Especially in something that heavy. That's just asking for disaster. I have a pto shaft style pump from an 800 series dump truck I'm not sure if they are the same though. The wrecker body looks the same as the 939 so it may be that style setup.
Rear platform for a trailered generator. Folds down so you can stand at the controls. Used on the older style gens, new tq gens have forward facing controls and you stand on the trailer front.
I believe Indy is a Truckcenter location which is GL private property. I'm sure there are mil units in the vicinity though so something has to come along eventually. And you are not to far from Wisconson and Michigan you can look there too.
If you drained that whole big filter cannister it needs to completely refill with fuel to get all the air out. Now is a good time to change the filter in it too. They can get really gunked up. Napa has them.
If you drained the large black filter cannister by the drivers wheel well it will take more than a few primer pumps to refill it you still have air in the system.
