I would swap the old michelins on the front with the good years on the middle axle. That's not shredding on the tire in the bed that happens to those michelins from dry rot the sidewalks just come apart. I have seen it many times. Those old tires on a front axle is like playing with fire.

The fuel pump is encased in a grounded metal housing and runs on 24 volt dc. This is isolated from the AC output. Get an oscilloscope and look at the AC output you will see spurious stuff. And you can see if it's producing a nice sine wave output.

The info center diag tool is m939 specific as far as I know. The civ model looks the same but has a different connector. Guys want big bucks for them on the bay. I have had to swap the abs ecu in several trucks.
