I have had bad battery and starter connections give me starting issues like that before. Check the negative side run a jumper to the frame too from the negative sometimes stuff gets corroded.
Sounds like you are not getting fuel. If you open the engine cover by the ip there is a fuel lever. Push it down by hand a bit when trying to start sometimes they get sticky. Have you changed the fuel filters?

Could need new o-rings in the valve body. There are 3 separate solenoid controlled valved in it. It is not hard to take apart you just have to be careful and use a plastic screwdriver when you have it apart and are pushing out the valve plungers. I believe you can use a generic o-ring kit.

If you have an M923A2 the engine is governed to around 2200 rpms at that speed you are around 67mph. That motor can safely rev into the 3500 rpms range but your drivetrain is only rated at 3000. I wouldnt advise it. Playing around for a short spurt on open dead highway I hit 80 something and...
You can unscrew the valve stems and screw in new schrader valves if they are stuck. You can get little kits with the tool and valves at most auto parts stores
I bought 2 trucks out of there last year. It is an unmanned site and the guy only seemed to go there once in a while which was not in line with my shippers schedule. I ended up having to pay a local tow yard to pull and store them. It wasn't bad maybe 170 per truck.
I believe there is a pickup piece on the back of the speedo that sends the speed signal. If you have a bad speedo cable you will get a constant overspeed light sometimes.
It has to be dripping down from somewhere. It would spray out if the line when the truck was on if that was the case. When you drain the air tanks does any oil cone out? Check the expello valve on the bottom of the air dryer is it oily?
I have had oil leaks from where the air compressor bolts in up front. There is an oil seal there. How much oil is coming out? Check the steering lines under the reservoir. Engine uses oil, steering use the same oil as does the trans. It's all the same.
