That looks like the air line coming from the compressor going to the air dryer. The round thing above it is the steering reservoir and in front of that is the compressor. Clean everything off and look for leaks. If the steering reservoir is overfilled it can leak a little out the top.

They are agm. It's glass mat it's like an optima battery. If they are dead you can give them a 20 amp charge for 20-30 hours. They may not even appear to start taking a charge for the first day. I have had ones from 2004 that still worked fine.

You have a bad ctis axle seal. 15 dollar part but you have to pull the axle to fix it. Disable the system.

I didn't change anything in the electrical system just used a slave cable to jumpstart a generator when I was trying to get fuel to feed on the gen. The truck was running and the batteries were charged. It is very possible the alternator was just on its way out though.

I think I may have figured it out. The top housing is a Stanadyne FM100 and there seems to be a variety of filters that will fit it.

You tasted it? If all fluids appear ok and it won't go into any gear then chances are you have a mechanical failure in the transmission. You can drop the pan, replace the filters and change the fluid and see how it goes. My personal opinion is new fluid won't fix it. Take it to an Allison dealer...
