I have seen 18 billion HMMWVs and they are either NATO 3 color or sand. Maybe a few were painted up for recruiting. GP's people painted these ex-USMCs and installed the "Plan B" doors etc.
The solenoids are powered by "pulse width modulation" so you can't simply disconnect the harness and expect battery voltage to be there. The diagnostic manual I posted will help you, there is info there specifically for the FMTV. You will have to do some learning about this transmission in...
Code 13 13 is ECU input voltage medium low. Is your alternator working correctly? The Allison can't stand working with just battery voltage.
Here is the useful WTEC II manual:
In Mode, the WTEC controller commands the transfer case interaxle differential to lock. This does not appear to be happening based on what you describe.
It runs!

Yours truly had a part in the story. After the Defenders of America Naval Museum finished the PT309 restoration (presently on display at the National Museum of the Pacific War), we were rarin' to go on another boat. We found 305 being used...
I dropped out considerably under the selling price. I know first hand what it takes to fix these. I guess you PNW folks really value these LMTVs, here, they are still a $8K truck with all the bugs fixed, and yours has a crapload of issues. Good luck with it, glad it went to a Steelsoldiers...
Oh yes, that connector is where the WTEC controller harness connects to the Allison. Typically you disconnect it there to do impedance diagnostic testing of the transmission solenoids.
Great, I don't hate you now LOL. I was going for the other non runner at Ft Hood and as of today lost it twice. Yours looks like someone was trying to fix a transmission issue and gave up. I'm sure you saw the bulkhead connector disconnected at the Allison. Most of the time, the Army has a...
Start by making sure you have the proper p/n relays in the spots. Uncle loves to mix them all up. Visit the TM, there is an easy to use troubleshooting tree there. Does your WTEC light up? If not, that will inhibit cranking.
The only disadvantage I can think of is that the fording lockout feature goes away. AM General had to design to the possibility that the HMMWV would be driven at 55 mph in 120 degree ambient temps and had to have a way to immediately ford without shattering the fan. I don't plan on doing that...
That IS the Caiman II setup. To my knowledge that is the only vehicle platform Meritor has ever sold this to. Oshkosh has the market cornered with the TAK4.
