Yep, it is plumbed wrong. You need to take off from the fitting before the thermostat "pressure" side and have your return line go to the water pump "suction" side.
I've said that for decades now. Might have started during my Marine years. About the comment of military personnel taking care of the deuce. When I was a Sargent in the motor pool we had about 40 guys in our platoon. So when a deuce came in it was swarmed and put to rights in about two days.
It sounds like your cap is working since it had pressure behind it. That just leaves a crack somewhere. Either the heads or block. You might luck out and find the water pump is bad.
First off, "porkysplace" is correct. You never use any sealer on Fel-Pro head gaskets. That being said I would get your engine up to temperature or as close as possible and then pressure test it. With it hot any cracks will be opened up and you will find the problem pretty fast.

One of the most common oil leak areas is the turbo outlet. It appears as if your turbo has blown a seal, but really it's just the amount of oil puking out the exhaust.
I used them in my tank days in the Marines. Those stupid tanks can get extremely cold ! All that metal setting for days at sub-freezing temperatures takes a long time to heat up. So a cup of "Hot Cocoa" would make it all better ! Plus a hot MRE is always better then an ice-cold meal.
