Your linkage could be binding up a bit. Have you taken the side cover off and looked at it ? That's also not a bad idea to take the back over off and hosing down the governor linkage with some lubricating spray.

Just for grins and giggles, how much fuel is getting to the injection pump ? Could your filters be plugged ? Or your injection pump "boost pump" be plugged ? I would check out those things before I replaced the whole injection pump.
All diesel engines say to use ULSD as that is the law. Doesn't mean it's the best thing to do though. Your "regen" system will handle any additives you add without "gumming" up the system.

Yes they have added some additives to the fuel, but not near enough for our vehicles. The modern injection pumps are designed to operate with the low sulfur fuels, so not much additives is needed for them. Our old injection pumps and injectors are a totally different story.

I agree with all the suggestions here. For my 2cents I would get a good 5KW Honda unit and send it. Pretty easy to use and very reliable. A little spendy over the other brands out there though, but worth the extra cost. That way they can at least get some lights and the frig going again.
