I would call the experts at Vintage Power Wagons and make sure you have the right jets in the carb. Sounds like it is running lean. Have you tried a partial choke application?
These DP hyd winches do not have freewheel out. The tangle is about 12' from the tailhook. I tried the unwind against a fixed object, that only tighened the knot. Someone here had new cables, does anyone remember who? I think this cable is hopeless.
Tell your windshield guy this truck uses the windshield for a European Steyr medium/light cabover truck from the late 80's. None were ever imported to the US, so he may come up empty.
Can you post a picture of the winch pulley (snatch block), mine is missing. The windshield is available from Red River Parts and Equipment. Otherwise, to get a winch truck, sometimes some other undesirable attributes come with it, but fixing those are no biggie. Congrats.
Verify the batteries are now connected properly and both are good and hot. If the headlights are operable, see if the truck will turn over with the starter. If so, the protective control box could be ruined.

I'm not mad, but somewhat disappointed. I used to think my restored M1037 was worth $25,000, who is going to pay that when you can get a fixer-upper for $5K? The anti-registration thing is clearly about liability, no site owner wants discussions about circumventing laws.
The dually axle is a Dana axle and is not a drop in. $2K seems to be the going rate for a CUCV axle pair, and is why any CUCV no matter how destroyed is worth $2K. These axles are very popular with the rock crawling crowd.
