No fuses anywhere on the truck. Make sure you are getting 24V to the ignitor. If yes, pop the top and ohm out the coil, which is notorious for burning up if ignition is left on, or it is made in china. Motor looking good from above!

No, the 230's bellhousing is completly different than a V-8. The swap will work using components that originally went with the 331. Better stock up on left rear axle shafts.
Every S280 I have ever come across with air conditioners was 208 volt 3 phase. That configuration uses 3 hot phases and a ground, no neutral. MEP002 and 003 are set up like this.

Try the oil again but use much more. I filled the entire air line with marvel oil after disconnecting it and holding it up next to the cab. Put it in reverse right away so hopefully the oil will get into the reverse piston and allow it to loosen up. Sounds like it is stuck in place.
Measure the shaft diameter and the bore diameter in the PTO housing with a micrometer and take the dimensions down to your local bearing supply house. They will fix you up for about $10.00
Yes you are missing the return spring. 3L80e's are all electronic. No vacuum pump on the HMMWV engine to control the TH400's vacuum modulator. You can: Install a vacuum pump and valve from a CUCV or install a cable operated modulator from a earlier HMMWV that had the TH400.
