You do not check the pto shaft. You need to check the back lash between the transmission and the pto drive gear. By turning the shaft you are not checking the backlash of the drive gear.

But it does not matter how much brake fluid you have if you have a failure on a single circut brake system. Check the whole brake system not just the fluid.
