I think the simplest way to look at it is with percentage. For example, a 5% increase in tire height (static loaded radius to be more precise) gives 5% lower rpm.
Same with gears. 10% taller gears gives 10% less rpm.
If you drain the tank (around the corner from the seller's, if need be) and start "fresh", maybe with some magic diesel elixir of your choice added, you'll probably be fine. Unless the inside of the tank looks like mine did.

A 700R4 and 4.10 gears worked really well for me. That was with 35-inch tires and a turbo, though.
