I just did some work on a stock, Stevens-built '67 M416, and the wheels look exactly as in the pictures posted by the OP.
Same as all the other MUTT steel wheels I have seen so far.

It is not a HET wheel, for sure.

If your pedal doesn't feel soft/spongy at all then you may want to check your brake shoe's adjustment again: Lift both sides of each axle so the wheels can spin freely. Then get a 11/16th box wrench, choose either one of the top adjusters and little by little "open-up" (the shoe) until you start...
The "shaft diameter" - or sleeve in our case, where the seal rides on - is said to be 3.25 inches (to be confirmed), so the circumference there is 0.85 ft.
That means that the hub (with its seal in place) is allowed to spin up to 4,235 rpm. Which is equivalent to towing that trailer at "only" a...

The M116A3 is basically a "small flatbed trailer", not considering the fenders. The bed is 8 ft long x 7 ft wide, and if necessary it could easily be extended a bit, front and rear.

Yes, for most custom built wheels, using a 20x11" 1-pc rim. Not the stock M35A3 wheels, though; these are made by Titan, typical military heavy-duty, tubeless 2-pc, bolt-together wheels. Very heavy!

2) Your transmission seems to be in NEUTRAL; put it in 4th or 5th gear, so the input shaft will turn.;-)
