The M1010 was shipped from the factory with it installed. Most are found missing as they take up some leg room for the passenger, especially with the radio installed. Mine was missing and was a chore to find one. They hold the standard MT-1029 radio mounting tray.
You might also want to eliminate the chance the brake light switch is bad. If you have a multi meter(you should)disconnect the two leads to the brake light switch and while you hold the two meter leads to the switch, step on the brake and see if you have continuity confirming the switch works...
It very well could be bulbs or the connection between the carrier/tractor and you might try checking for power at the carrier trailer plug with a test light to see if power is making it from the tractor to the carrier harness.
I tried looking up the schematic in the -34 here on the site but it's all jumbled up. If you can post a good schematic from a -34 it would help figure it out.
In order for the squelch to "open" the radio has to receive and decode a 150Hz tone. Either your radio's tone decoder is off frequency or not working or the other radio is not transmitting the tone or the tone it is transmitting is off frequency.
A farm plate restricts you to a certain mileage from your home, not sure I would want that. I would also want to be sure having a farm plate exempts you from a cdl.
