I second the flasher unit for the turn signals. Also ensure you have a good ground for it; ground attached to the fender and you may want to run a ground wire to the firewall.

More details would be helpful. Do you hear the whine when the truck is sitting still, engine off, and you activate the accessory switch? If so, the in-tank fuel pump is a likely candidate. Is your truck equipped with a heater? The blower motor can become noisy, too. Does the sound only occur...
Good advice already. The elbow for the mushroom is actually a good thing; helps to keep rain and snow out.
Upper rad hose is an easy enough fix; I'd use it as an excuse for a coolant flush and do the lower rad hose at the same time as cheap insurance.

Once you unlocked the rim from the top plate all the weight is supported by the winch cable and ratchet mechanism only.
The ratchet mechanism only works one direction - you have to dis-engage it to lower the wheel.
