Could be a wire problem or again the start relay that energizes the solenoid when the button is pushed.
Next time it fails to start get a helper to push the button while you take a test light and
Follow the circuit.

Not really short of finding a stamped part number and trying to trace back.
Most places I have bought the column bearings from, listed the shaft dia.
Measure yours and go from there.

How about the Start relay that supplies power to the starter solenoid?
Have you checked that?
What happens if you take a remote start switch and hook it to the solenoid and try it?

It does sound like a exhaust leak to me also.
However check the inner fender panel on that side.
I had one that would occasionally vibrate just enough to make all kinds of
Tick's and noise's.
Drove me crazy looking for a noise one time.

Just went through this.
Mine was leaking from the advance piston lower right side.
It can also leak from the throttle shaft or the pump drive weep hole bottom of
Mounting flange.
You need to remove and have pump rebuilt.
It's not going to get any better or fix itself.

It left the military in 1990 and went to the state of Illinois until I purchased it in 2013.
When I redid my M1028A2 I opted to keep it Solid color.

I doubt it was a short, not impossible, but more likely bad connections due to corrosion
In the connectors.
I would check those while looking for bare wires to ground if any.

Grey is a non painted original.
Black is probably a painted original.
Back in the day the pad could be ordered from GM in the correct color.
After a while they were sold gray and paint to match.
