They make some spring loaded valves that you can open without crawling under the truck. If your old like me, you might want to get some. Makes it a lot easier to drain your tanks.
It sounds like you would rather pay someone than get out in the snow. You could call a truck stop. I'm sure they would have a service to come out and start your truck. It might cost more than $100 though.

If your primer is not working, you will probably need to warm it up some and give it a jump. If you have a portable heater and some slave cables, your in business, if you have another MV to jump it from.

Mine was stuck when I got it. There is a shaft running between the frame rails about midway of the truck. There are no places to lubricate it and it is a shaft running within a sleeve. Use a little leverage and some penetrating oil on it to loosen it up.

I've found that a DA sander with 3M 50 grit paper works pretty well. You can't get it at the big box stores. They only sell the cheap stuff and it won't last a minute. The automotive paint stores carry it, but it's not cheap.
