Are the toes of the channel pointed up or down on the roof? Are you saying that there is a layer of insulation between the roof channels and the ceiling?

When picking the shelter off the ground the winch line will be pulling dead in the center of the roller. The load won't get transferred to the outer edges until the shelter skids start over the roller.

You could go with air operated valves to save a little money. Just buy a remote valve with as many spools as you need and put air cylinders on the spool. Air cylinders can be bought dirt cheap at various places on the web.

Some old ballast contain PCBs, I would imagine that's why they were pulled and sent to a hazardous waste landfill.
I do know the local scrap yard won't take complete florescent fixtures for fear they will end up with PCB contamination. They will take the fixtures if you pull the ballast first.

Also if youre going to get it made locally you'll have to get safety glass. Local glass shops can't cut tempered glass, it will just shatter if you try to cut it.
