The 3 side holes are for a reinforcement plate to stabilize the rear offset antenna bracket. Used on rear covered trucks, ie. M1037, M1038, etc. Many pictures of it on the web.
Well you say you have an M1113, tmk they were only 12k frames and not REV 3 piece frame rails and REV specific front cross members 1 & 2. I have no further information on your viscous questions.

Many hmmwv's are set for a load and if the truck is not at rated load, then drastic outside tire wear occurs. Some have removed the shims at the top a-arm brackets against the frame rail. Some have taken it to a truck shop to do it. If shims are removed, then a complete alignment is required...
If you go to 12.1 (A2) half shafts, you will also need to modify/change your brake caliber brackets or they will rub. Also, there are 2 different types of A2 halfshafts...Stick to 10.3's (A1) and get rid of the 7.7 (A.0).

The hose clamp on the tank side of the filler hose is accessed from underneath next to the frame rail. Unless someone installed it wrong, you can reach it with a small ratchet and 3xtensions.
Front drivers seat is what I am referring to. Either use the original seat and matching seat base or replace it with new style seat and its matching base. Mixing them is not what I would do.
