Two things come to mind. Does wire #85 at the low pressure switch have voltage when the acc switch is on and is the pressure in the air system below 60 psi.
You might also want to take a light and mirror to check the elbow, #16 in the diagram, for rot on the side close to the engine. If both are bad it might make sense to just replace the entire system. The kits are available that have all the parts and pipes from the turbo to the stack. 2cents
Something like this could be a option. Brand new for a reasonable cost compared rebuilding a tired runner. Not HP so it should be easy on the rest of the drive train and every parts house in the country has everything you could need in the way of parts. Just a thought

I've had a 700R4 in both a 85 and a 89 and never had a problem with them. Use to tow my 28' TT with the 89 and never had any issue at all. Had over 300K on the clock with the original transmission sill going strong when I sold it. 2cents
