Take some wd40 and spray it all over the switch where all the wires connect inside the distribution box. Then lightly tape on the switch, while trying to turn the switch, it will eventually free. When it is free, rotate it several dozen times and see if that helps your situation.
Yes, use a lot of penetrating oil and heat! Heat around the glow plug to expand the threads, then spray with oil. Then every once in a while heat and try to turn back and forth with a wrench.

If you look at the back of the distribution box (Where the lugs are) you will see 4 wiring harnesses in the back. The smallest with 2 wires should be the exciter wires going to the generator head. You need to take the cover off the back of the generator head and you'll be able to see the exciter.
Go back to the VR. You had 70 volts before turning the pots on the VR, after turning them you have nothing. Even with the spark you saw, I still say its the VR.
You can check the water pump by wiggling the fan back and forth. If there is a lot of movement, go ahead and replace it. If it moves noticeable, then replace. A new water pump will not move and a slightly worn bearing will move just a little.

That's perfect! How was the oil leak after the 10kw load? Did it increase or stay the same? Just buy a kill-a-watt meter and don't worry about the hertz meter on the generator. I start mine with an auto start and look at the kill-a- watt meter mounted in the house.
So it sounds like working the switch has helped. So keep on that path, on some units I have to turn the switch back and forth at least 2-3 dozen times before it would act right.
