As far as I know, the only difference would be if the tilt column has cruise control and delay wipers or not so the plugs for the cruise wouldn't be hooked up and the wipers may not plug in.

There is a ground under the dash on the driver's side at about the same level as the generator lights on the kick panel, if it is broken/unhooked all kinds of strange electrical things start happening in the dash.
It is almost certainly a ground issue.

USAA has an upper limit of I think 12K lbs empty weight on their personal policies. You have to talk to their commercial side for anything over that, but for some reason the commercial side doesn't like MVs for personal use.
