There is a drain and fill plug on each side. I had to use a 3/8" square breaker bar to remove my plugs. No vents on mine. Here is a thread on the capacity I found.

I drain mine filters every couple weeks. It gives me a good idea of what is coming out of the tank. If you keep your fuel tank full and run diesel only there is little chance it will clog. CSI has the rewashable ones but there almost $100.
Given the info you have posted. There is either air in the fuel lines keeping your ip from get fuel or your injector pump needs to be rebuilt.
If you pull the injectors takes some photo's I want to have mine rebuilt some day.

You know the best solution would be to pull the radiator and take to be tested. Then replace all the hoses. That road takes a couple days work.

Can't help with the plug, but there should be a spring vent there. No order to the filters just replace all of them. I would change all the fuilds and bleed the brakes. Also, if the brake fuild is purple then it's fairly new, if golden then it's old. Clean out all the drain valves on the fuel...
