thats the slobber tube. you should connect a hose on it such that it extends below the front axle. your diesel engine will slobber out that tube until it gets warm and seals up and burns off the condensation from within.

I had to swap my balancer on my deuce. I used the same one I use on my SBC's. worked good for me.

make sure you shim the alt in the bracket or you will snap off an ear. I did it. :(
