Possible responses: Same as engine and transmission output... or: PTO is directly coupled to the rear of the TC-input shaft... or: standing behind the truck and looking at the PTO output flange, it will turn CCW, for all forward gears....

That would be a hub-centric wheel with a 10 on 13.2" pattern, typical for the MRAP. The M939series - as all 5-tons, still have the good old, lug-nut centered wheel centers with the 10 on 11.25" pattern.
With adecuate tools and equipment it may be possible to swap centers between them; or use...
Sorry I thought that its location was quite obvious... I see I was wrong...:-?
Let's try this, quick: "... lever handle goes up-down between E-brake lever and door. Shaft #14 with blocks #17 is mounted to the floor behind driver's seat. The floor already has 4 holes & threaded nuts for bolts...
Yes they are the same O.D.. But in order to run 14.5's (or their metric equivalent size 365/80R20) you will need M35A3 wheels and have them recentered.

It sounds like you put those (dual) A2-wheels on stock A3-axles; without flipping the hubs back to the dual-wheel mode??
If so, then you have more than 3.5 inches sticking out. More like 4-1/4" - which puts you almost two inches over the legal limit, in your state...
See exact dimensions in my...
If we are talking about 365/85R20 that is not quite correct... the 365/80R20's are.
The /85 vs. /80 makes for almost two inches more diameter. The Michelin 365/85R20 XZL is about 45" O.D.
