Does this sound like a fuel issue

it’s a real MF’er.....I would almost suggest replacing the fuel tan, being you have to drop it and clean it out anyway. Tank pickup sock, pickup tubes etc...than the filter housing and filter.

Does this sound like a fuel issue

Those check valves get clogged with algae and gum up the check valve, a quick cleaning and they are as a good as new, but you must treat the algae issue too. I’ve had several auctions trucks lately that require a complete fuel system rebuild. New fuel tank is key in the last 3 I’ve done....

    Rebuilding my engine

you still would not be able to add the OEM turbo, the milling process wasn’t completed for the oil feed in the block, and many times nor was the holes drilled for the turbo mounting. You would also have to figure out how you were going to install new exhaust manifolds And pipes.

What have you done to your HMMWV today/lately

don’t use a valve cover gasket...the factory does not, they will leak immediately, as you found out. the torque listed in the TM is DTM “direct to metal”

    Tach install on 1097A2 w/ 6.5NA

That’s all incorrect on your wiring The power for the Tach light comes from the power wire for the instrument cluster lights The grounds goes to cluster gauge ground The blower switch is the source for switched power wired this way, the light only comes on if you turn on the dash lights.
