No. You have 40 poles. Period. Circuits are not poles. You are getting way sideways here. You can use the 40 poles however (within reason) I.e. double circuit piggyback breakers etc.

That means it has 40 places. So a 240 double pole would take 2 spaces. A piggy back breaker with 2 circuits uses one space. Hope that helps

Yeah, you unscrew the adjuster, fill it with dimes and epoxy (I don't remember the exact plan), and put back together. Best idea is to just eliminate them, nothing but trouble. All can be done with the wheel on the truck.
