I got a neat idea for you. Take one end off the NATO cable. There are lugs inside at the end of the wires. If they fit the terminals on the starter connect them directly to the starter. Then plug the NATO end to the other truck. Now you have good cables feeding the starter. Try starting...

I think you have a bad battery in the system. Since the starter is trying to turn the relay and solenoid are working. It is doing the same thing as it would with weak batteries. Another idea is to try jumping between the two large bolts on the solenoid and see if you get any faster speed out...
Not a good idea to let kids play in the cab without supervision. Does the truck have a hidden kill switch? If not it is an accident waiting to happen. Someone could get killed!

Will it run with a squirt of ether? If so it might be air in the fuel line. There are threads in here already taht give step by step instructions on checking for air leaks in the fuel lines. Also could be a air leak in the filter housing. (Top bolt gasket)

Had a starting issue on my M936 wrecker. Replaced the fuel filter with spin on and new fuel line to IP. NAPA sells a universal hose that is almost as stiff as hydraulic hose but made for the push-on fittings. I reused my fittings with the new hose. Worked on first attempt.

OK update: Went outside today and whacked the solenoid twice with a hammer as I was instructed by the tech at the starter shop. I then tested the circuit by touching the negative battery lead to the battery terminal to see if it would spark. No spark so no load. So the solenoid retracted off...

Today i welded the adapter pieces on to the replacement base. I then bolted the tracks to the adapters. Painted up the base and let it dry. I then reattached the seat to the tracks and hooked up the 1/4" air hose to the base. Besides the unbearable heat and humidity all went smooth.
