Yes they go bad and the part is available anywhere. Also if you have no vacuum available, the vacuum pump may have failed. If the post #4 test does not correct the problem, the plastic governor gear is likely stripped.
No ideas here but what I would do in your situation when it won't start is to remove all 6 spark plugs and reattach the cables and see if you have a nice blue spark at all 6 plugs.

Yup GM axles from the M135 or M211 deuce cargo trucks. Those locking hubs are also available but very expensive. Not really sure why anyone would want to use those axles on a M715.
If you have the old school 6 lug wheels you have the Dana 60/70. Pictures will help a lot. The locking hubs for the factory axle are available but not easy to find.
