Sounds like the pin on the new IP isn't in the slot in the fuel rack and is pressing down on the top of the rack instead binding the fuel rack. Just my guess...
It's in the -24P TM. The engine sensors are later in the manual than the up front electrical stuff.
You can search the 88-22203 in the TM. It'll show you where in the TM its shown.
The NSN number of it is 5930-01-378-6882 which is PN 88-22203.
Other PN's that are the same are 8037122 & TM-512C3-225N0
There are some on ebay. Search the NSN number. $15 shipped.
It simply a non conductive board with two dual spade connectors riveted on it.
The only thing that could go bad is if the metal tabs of the connectors on it get corroded leading to poor or no contact.
In the -24 it's referred to as Connector Board AS.
Appears to be the connection point where the Exciter wires get hooked to and where the F1 and F2 wires from the VR get hooked to. I suspect you found 1 or more of those 4 wires not connected to it.
