That is just a solar panel. You'd want a charge controller between it and your genset batteries.
Not good to hook the panel directly to the batteries as it could/would overcharge and ruin your batteries.
You should be able to crank and start it without the diode on S1.
I looks like it's purpose is to keep the pre-heaters warm right after doing a pre-heat and keeps them warm while cranking.
They would have started it by applying 24V to the slave port on the 803A.
803A's are made to be jump started via the slave port and can run and make power without batteries once it's started.

Maybe modify all the existing latch's to "lock" them. A low buck method would be to drill and tap a hole in each latch plate. Position the hole so that when a bolt is screwed into the tapped hole from the outside it prevents the latch from rotating. Use an uncommon bolt such as a security torx.

As suggested I let the 831 sit un-used for about 3 weeks in the garage.
Wheeled it outside today, fired it up and it started and idled properly.
Let it warm up for a few minutes, no surging at all.

I did a few things to my 802 to make it quieter.
- Removed the hoisting rings because they rattle and clang while the set runs. They can always be bolted back on if needed.

Good point. Reverted to toggling the heaters off and on for the remainder of the hour long run.
Controller behaved perfectly for the run. Smooth RPM increases and decreases based on the load applied.

Re-installed it, started the unit, tuned it per the instructions and it's working perfectly so far.
Currently running it with a 3K load and periodically opening and re-closing the contactor to be sure it throttles up and down smoothly without surging or hunting.

Just put a new SCL100 in one of my 831A's with a faulty governor controller.
Found I had to back the Gain off a bit more than specified as it would idle down really low when dropping the 3K load and then surge back up just before stalling.
