But... The info posted by boatman69 contradicts your info regarding how much current can be drawn from L1-L0 in 120 volt mode. 15.5 amps vs 31 amps.
Hoping to find a definitive answer.

Per your suggestion I updated the initial post to highlight the error in RED and the correction is in GREEN.
Also added exactly what TM, version, section, paragraph the error is in.
Checked it and it's seated well. I suspect the control module went south. All voltages going to it are in spec but the voltage to the actuator is pegged at about 25 VDC causing the actuator to fully rotate and allow the engine to stay at WOT. Adjusting the 27 turn SPEED pot has no affect...
If the target is off the magnet the set will start/run for a bit regardless of the position of the RUN/STOP switch.
One of my 831's wouldn't shut down even with the switch in the STOP position because of a No Fuel fault.
With a No Fuel fault power is dropped to the governor controller.
Got a MEP-831A that I suspect has a bum governor controller.

Are you turning the "control switch" (S1) to PRIME/RUN or START?
Need to turn it to START to engage the starter.
In the PRIME/RUN position the fuel pump is energized and makes a clicking sound.

Yes - That is the Fuse Mod. It protects your Quad winding from burning up should the Regulator's internal diode bridge short out.
The MOV mod is intended to protect the Regulator's internal diode bridge from shorting out.
If you need a MOV for the mod just PM me and I'll mail you one.
Be sure to stop and get your background check BEFORE going to the DRMO building. Budget about 15 minutes for the check.
