As for the Aux. governor on top of the PT. It should be easy enough to look and the air ram on the PT and the linkage it pushes on to see if it is stuck on. The air ram pushes the PT Aux. linkage forward and if I remember there should be a small gap between the ram and leaver when disengaged.

Correct me if I am wrong 6x4. Looks like you have some extra small 12 and 24 volt taps. On the stock set up there would only be the one 12 volt tap for the glow plug / cold starting aide.
All of mine had the spun fiberglass for insulation and that seemed like a sponge and did not like to dry out. Best thing remove it and replace with something that does not hold water.
