    Try Loosening the fuel line fitting at each injector. Crank the motor till you get fuel bleeding at each injector and then snug them up and try starting. This will help bleed air from the system.

    If all else fails put an electric fuel pump on it. I had troubles with the mechanical pump on my M1009 & M1028. Never had another issue after putting the electric ones on. Easier to bleed the system too.

    To lock or not to lock the rear?

    I've read a lot of horror stories about the Gov Lock, but never had any issues with the one in my M1009. It could be that the people having trouble are wheeling the heck out of them. Unless you have money to burn I would put the gov lock in since you already have it.

    I still have not messed with it. The only thing I can try is to attach it to the other wire, but I never tried. I just turn it off whenever I engage the hubs.
