They should be pretty much the same frame. As far as suspension goes you really aren't getting anything more modern at all. The only reason to swap frames would be to replace a bad one, or if you found a good frame w/ the drivetrain you wanted already installed.

Personally, I'd never run spacers. Especially on a 3/4 ton or larger truck. Just not a great idea. Even then I think its gonna hit the caliper.
I'm not a fan of grinding caliper, unless it's very minor, for a street driven rig either.
I think you could just use all of the parts from the backing plate out from the 939 series trucks. Problem is crossing the parts to Civvy numbers. I had talked to Dave P once about it and he thought a civvy equivalent wouldn't be too hard to find, of course he had some 939 axles to take parts...

I'm sure it's probably cast. Welding to cast, from what I understand, requires a high-nickel rod, and alot of pre heat and post heat to avoid cracking.

I don't know about that, but I have seen several mil trucks on this site pulling civvy trailers, and I've seen civvy tractors pulling mil trailers. If there was anything that had to be done special I imagine I would have read about it on the forum. YMMV
Brakes will hook up, mil trailers use the same connections for the brakes. Only thing to worry about is adapting the plug in for the lights, and then the voltage of the bulbs on the trailer.
So who drafted the proposed bill? Was it done in conjunction w/ the DOT? If so why not go over their heads with it?
You would think we could find a sympathetic, patriotic legislator to introduce a bill that we like!

From everything I've ever understood about state vehicle laws, they can't touch you. If the vehicle is legal where it's registered, it's legal where your driving it.

That bill is pure crap, and I don't think anyone should support it at all.
