Hard tops were produced for the M135/M211 - they were a part of a cold weather kit in U.S. service - although most Canadian trucks, if not all - were equipped with hard tops.
However, the hard top on yours is not an original military top.

There is a plug in the back of the air/hydraulic cylinder - I use air tool lube.

I once was able to turn the front wheels on one of my deuces lock to lock, while stationary, with one finger - convinced me that NDCC at full inflation without chains are NOT the thing for driving on ice.
I'd agree that an air leak may be at fault - but were the intank pump working this likely would minimize the air leak - by making it leak fuel. Why is the in-tank pump not working? Did it get fouled with crap? Is the screen on the intake plugged? Have you checked the rubber hose that goes...
That's the Continental R6602 - not as fast, but way more power than any of the other powerplants found in the M543. The truck will get about 2 miles per gallon.
