I've seen these engines listed for $7000 with 100,000 miles on them. Is it that much more dependable than the multifuel? What kind of miles are expected for this engine?
Looks to me like the six point harness could be more dangerous than the lap belt in a roll-over, unless you can figure out a roll bar that would be stout enough to hold up the weight of the deuce. The only protection a stock deuce has is that you could lay over in the event of a roll-over...
One major drawback to this change: you can get stuck if someone spits out the window in front of you! I've watched this deuce on a smooth grass field when one wheel would spin and the truck just sat there.

One of the things to look for that is unique to a wrecker is the accessories that are supplied with the wrecker. Does it have the four snatch blocks, the tow bar, the wiffle tree, the three sets of chains, the tire chains, and many more items that could add up to a lot of money if you have to...
Personally, I think your missing out on half the fun of this hobby. The other half is the fun of sharing your expierences and expierence with others. Otherwise, why would we all be typing on these computers instead of crawling under our trucks all the time?

As for the window, the glass slides in a channel. Run a thin blade between the channel and the glass. The rust has probably swollen to the point that it has seized the glass.
