Your fan is operating normally. Pressure from the power steering pump disengages the fan, but there is still some parasitic drag so it spins slowly. You should be able to stop the fan from spinning rather easily when its disengaged. With the truck off there is no pressure so the fan is engaged...
saw this picture of a hummer for sale on ebay. Asked the seller what was sticking out the back of the hood and he said he thought it was a heat exchanger. Anyone have any idea as I've never seen anything like it.

I used a Grote 44010 and it has had no problems for several months now. I did have to canibalize the old flasher I had for the proper plug into the body harness but the savings are worth it.
