It's not the number of rows. It's more about the size of the tubes. You can have 3 one inch core tubes and it will cool better than a four core with 1/2 or even 3/4 inch tubes. Most high performance radiators are built with less tubes but larger in size.

It looks like you are having a case of project creep. I seem to remember this starting out as just fixing the head. Once you get paint on it, it will look great. Camo makes everything look brand new. Next thing you know you will be pulling the body to do the frame.
