The Glow plug resistor is on the firewall and does help drop the 24v to 12v.
The heater resistor is in the heater box housing next to the blower fan. It does drop the 12v down to various voltages for the different speeds. 12v for high...

You are aware that the TM 9-2320-289-20 Tech Manual has a step-by-step procedure to test you glow plug system. It does require a multimeter.
You test the glow plugs and then the controller.
Very likely your plugs are bad.
Looks good. And the assistant is a must.
When you have a break, please edit you user profile to list your State of residence. It is a site requirement.
How long after startup is after glowing? The stock system is designed to have the afterglow to help cut down on unburnt fuel.
