You better call the location where it is and ask is you can add fluids. Normally this is not allowed.

Yes, that is a common issue.
Reach in and get the parts out of the tank and put it back together.
Use screws or wire to keep it together for another 40 years.
Open a bleeder and you should have no brake drag.
That should be your next move.
Also, I would look into the master cylinder with a flashlight. You should be able to see 2 tiny holes and actually see fluid move when you press then release the brake pedal.
And water at the bottom or debris...
