There is a disk under stock coils, don't know what it is. Your coil terminal may not reach distributor cap without the thickness of the disk. Just a guess, perhaps worthless.
I wouldn't give up on any of the systems yet. Gently unscrew all drain plugs until water oozes out and you get oil. If you don't get much, you may be OK. Might pull injectors and put light oil in before you roll the engine over. Be gentle and patient grasshopper.

Regarding tank liners, after cleaning the crud and loose rust. Then the tank gets acid etched so the liner will stay on. Tank must be removed so you can roll it around both for acid and sealer.
For large tanks, may not be worth it.

I recently lined a motorcycle fuel tank with a coating , wasn't por15. It worked well. Follow instructions carefully. It will cure small pinhole leaks.
