It will spin a bit but should not be running. It's loud when running you can't mistake it. The assembly spinning with the fan off will cause the fan to spin a bit.
Going into water you should have the plug in and fan off. The plug should not be left in after leaving the water though. Fan switched off it will not spin. The fan only comes on with a temp sender its not always on.

The wheel valves and hub seals are the most problematic of the system. I believe they were intended to be replaced at certain intervals. The first gen ctis on the m939a2 trucks gave ctis a bad rap.
They are all older tires and notorious for disentegrating sidewalls. There are threads on them. The date code will be on the side of the tire its 4 digits ie 5208 would be 52nd week 2008.
