If you want to do it from in the cab and run it under and around you can tap into the ctis air feed line. If you are in the engine compartment looking at the firewall by the governor its the copper line that is looped. After it comes in thru the firewall it is adapted to a plastic line.
I have found a wide range of power in the 8.3 coming from the military. Some are adjusted way down. I find tractors usually are set a bit higher. A few turns on the fuel screw should cure your woes.
I sold a pump set for the cummins 400 to a guy with an 855. He put it on and said it was higher pressure and that would give him more power. He is planning on upgrading to injectors from a 400. But I don't know if there are different 855 engines and if so which one he has.

Placement does not matter they are different. You can look and tell the 2 styles apart. One is older. Most A2 trucks have the older style I have seen a few with the newer style. The new style is the same as the ones on the LMTV trucks.
I would get a basic isolator good for 24 volts at 100 amps or so. I would leave the regulator lead on the main bank like it is. I am pretty sure the stock alt won't be happy it takes a good amount of power to charge 2 banks.
Are you trying to run 12 volt off your 24 volt system or a separate 24 volt battery bank? I don't believe the stock alternator can provide enough current to charge 2 banks of batteries. If you want to run 12v you can get a power converter.
I had that back pressure sound from the intake it was a bad ring on one piston. Caused by GL liberally applying ether on a cold day. Could also be a rocket arm slipped off and valve not opening.
