From my own experience.... with everything disengaged one should be able to turn the winch drive shaft easily by hand, with very little resistance in the "winding IN" direction and slightly more effort when turning in reverse direction.
See TM 9-2320-209-20-3-4 for detailed, winch brake test...
I remember having one winch (gov. rebuilt) that had new lining on, everything looked clean inside but it still was binding, most notable in reverse, even after backing the adjuster bolt all the way out. Comes out the ring was absolutely egg-shaped, once off of the wheel...! -> Bending it nice &...
No..... I don't see anything wrong with what you have.
The (driver side) gear case has a protruding hub, for the seal you pictured to work on.
If the TM says any different it is a mistake.

A quick seach brings up this thread: http://www.steelsoldiers.com/deuce-modification-hot-rodding/36285-10-bolt-hubs-deuce.html
As you can see that idea is not new... I doubt it would be practical to even try to adapt 5ton hubs... could tell if I had one in front of me.
What is "a reasonable...
Agreed.... (and despite the added weight I would use no less than 1/2" for the plates, made of AISI 1020 or better steel)
On the other hand we need to keep in mind that HEMTT wheels are rated at 13,000 lbs, to run 53" tires off-road, on a vehicle that weights 18t empty and 28t loaded.

If.... the studs were grade 8 quality and all nuts were grade "G" (two are not...) then according to this chart: http://www.imperialinc.com/pdf/A_FastenerTorqueCharts.pdf ,
they should be torqued to 270 ft-lb dry.
=> 33,600 lbs clamp load each, x16 = 240+ tons pressing both wheel halves...
Not exactly... but YES for the ones shown affected (1st/rev & 3rd on the mainshaft); those are the same for both model transmissions.
Also check countershaft, especially 3rd gear.
